Steven Paul Announces Nixon’s Gamble, Filmed in England as He Spearheads Industry Push for U.S. Production Incentives

Directed by Reagan filmmaker Sean McNamara, the historical thriller stars Charlie Weber as Richard Nixon and Jon Voight as Franklin D. Roosevelt

LOS ANGELES, CA, UNITED STATES, October 13, 2026 /EINPresswire.com/ -- SP Media Group today announced production of Nixon’s Gamble, a historical thriller directed by Sean McNamara and produced by Steven Paul. Filmed in England for financial reasons, the film is intended for worldwide theatrical release in 2027. The overseas shoot comes as Paul continues to advocate for a competitive U.S. federal film and television production incentive.

“I told President Trump that I was ashamed to be making a film about a president of the United States in England,” said Paul, Chairman and CEO of SP Media Group. “But without the U.K. government tax credit, this film could not be made. A federal incentive would help make it financially possible to bring productions like this, and the jobs they create, back to the United States.”

Paul and Scott Karol, President of SP Media Group, have worked alongside Hollywood Ambassador Jon Voight with the Trump administration, bipartisan lawmakers, and an industry coalition to advance a federal film and television production incentive. Following their White House meeting, President Trump called on Congress to act. Senators Tim Scott and Adam Schiff, and a bipartisan group of House members, have since introduced the Motion Picture, Television, and Entertainment Revitalization Act, which would establish a federal tax credit for qualifying domestic film and television production.

With a production budget of just under $10 million, Nixon’s Gamble depended on U.K. government tax incentives to move forward. During his most recent meeting with President Donald Trump, Paul explained why a film about an American president was being made in England rather than the United States, pointing to the financial advantages of filming overseas and the need for a competitive federal incentive to keep productions in the U.S.

Set in 1948, Nixon’s Gamble follows an ambitious, 35-year-old Congressman Richard Nixon as he stakes his career on proving that Alger Hiss, one of Washington’s most respected diplomats, is secretly working for the Soviet Union. His investigation brings him to national attention and helps shape the future of American politics.

The screenplay is by Gary Preisler and Steven Paul. Scott Karol and Kyle Otto serve as executive producers. Jamee Natella, Dan Hockley and Llewelynn Greeff serve as supervising producers.

The cast includes Charlie Weber as Richard Nixon, Sir Ben Kingsley as Congressman Karl Mundt, Jon Voight as President Franklin D. Roosevelt, Jeremy Piven as House Un-American Activities Committee chief investigator Robert Stripling, Philip Winchester as Alger Hiss, and Rupert Everett as the fictional Senator Harlan Grier. Nixon’s grandson, Christopher Cox, also makes a cameo appearance.

“This film brings a lesser-known chapter of President Nixon’s rise to national prominence to life, exploring the ambition and political pressures that helped shape his career,” said Karol. “Having to tell this distinctly American story overseas also highlights the need to make U.S. film production more competitive so more of these stories can be made back home, supporting American crews and communities.”

Paul plans to unveil Nixon’s Gamble at Cannes Film Festival ahead of its intended 2027 theatrical release. The film is part of SP Media Group’s forthcoming theatrical slate, which also includes Air Force One: Homefront, Frequency Zero, Man With No Present, Christmas Family Feud, We Came By, and The Factory.
